Not just for black hats, but all of us, students and curious devs might find valuable information from some publicly accessible websites.
Here is a list of sources that might help in providing more information about our targets:

http://archive.org/ gives you an overview of a website's history
Similarly if a company had poor security in any time of course, it might reveal some info that could be used later in testing it.

http://www.robtex.com Allows you to search for domain and network information.

http://centralops.net/ Free online network utilities: domain, e-mail, browser, ping, traceroute, Whois, and so on.

http://www.pipl.com/ Allows you to search people on the Internet by first and last name, city, state, and country (paid service).

https://www.zabasearch.com/ (formerly http://www.isearch.com/) free search engine to find people by name, phone number, and city.

http://www.tineye.com TinEye is a reverse image search engine. We can use TinEye to find out where the image came from, how it is being used, if modified versions of the image exist, or to find higher resolution versions. Google also does that, however it is always useful trying out with different tools for comparing results.

http://www.sec.gov/edgar.shtml search for information regarding public listed companies in Securities and Exchange Commission

http://www.linkedin.com Useful for identifying people for Social Engineering attacks (based on their sphere of work, and more personal info that is willingly shared).

http://www.serversniff.net - reporting utilities

https://github.com/sherlock-project/sherlock - a python tool for hunting down social media accounts by username

There is just not only such information you can easily gain about your target without ever interacting with it directly.
